Because while shopping for stripped barrels, I noticed that some places have an option to laser engrave "HBAR" on your barrel. So maybe check the laws and see if you just can slap HBAR on a barrel that isnt a big fattie?

My first AR was a 20 inch delton HBAR upper on an aero lower never had any issues with it, you can still just get whatever upper you want and keep your mouth shut
Maryland, no there's no specific definition it just has to be sold or marketed as an HBAR, places will just stamp it to make it compliant like you said but really they could just add a checkbox on their website that offers a "Maryland HBAR compliant barrel" and it'd be legal. One company that I can't remember the name of does this and they just send you a regular upper.

Only disadvantage is that it's a bit heavier. So no, I wouldn't feel outgunned or under-equipped at all. You gain superior 20" ballistics and a bit of accuracy.
Check your regulations, you might be able to install a flutted barrel (that features same outer diameter).
Practice some room clearing with it. It's a bit of a disadvantage sure but with a good claw grip you can wrassle that fucker around corners easy. People clear with shotguns all the time and they're similar OAL
