That said, based on the way the water on the southern part of the inlet seems to pool like a shoreline and how the lighting acts, it gives me the impression that it's not some sort of gate as much as a solid platform, meaning you'd need some sort of lock to lift the sub up in order to get it into the sub bay.
It's also clearly full of water, yet still relatively dry near the exit before you get to sealevel, implying there's a ramp up from further in to the exit.
I feel like this would be a rather inadequate way to access a sub pen.
I wouldn't be surprised if it's being used by the US forces that have been offered access to it, but I think it being used as a sub bay may be a stretch.

All I can tell you is that you won't fit any sort of military submarine aroujd that bend.
Because the airport might have use for a small jetty being on site, I don't know. But there's no evidence of any military use there and there's no point in making any shit up to explain it. Its probably been there for years.
Maybe its cheaper to build your own than to rent there? Maybe its at full capacity? Maybe its owned by rival interests? Somaliland is governed by clan culture, nothing is intuitive there
that airfield had extensive investment put into it in recent years to make it a civilian airport and had regular scheduled flights at one point. Pretty hard to understand why, theres fuck all for population centers near by, the closest would be served just fine by Hargeisa

Subs can't turn 90 degree bends like that, it's not a sub pen. From the water levels it's either a storm drain or a dingy landing at best
