No. Nukes are the final step. You use them when all other means fail. They haven't even done full mobilization and switched to war economy.
Using nukes in this point means they've exhausted conventional means. This means after the Armageddon enemy tanks just rolls in and force you into century of slavery restoring their destroyed civilization and cleaning up contamination.

Nukes are always the get out of a jam quick card. They get played when one side thinks they can get away with it and shorten a war that's already cost a lot of lives, money, and unrest at home.
They might not straight up nuke them but they might conduct a nuclear "test" right at the border to attempt to scare them into submission. They might even announce that they are going to do so, just to make it sound like everything is upfront and the US won't just go full scale escalation, but after that Ukraine might be under a great deal more pressure to come to peace terms, because at that point the implication will be clear.

I see only two scenarios where Russia might use them.
1 - Winning strike that lets them achieve all objectives ( Annexation up to Dniepr or more, Russian government in Kiev, joined Transnistria and probably Moldova ). So no show strikes, or demo maneuvers. They bite the bullet and do a full scale decisive strike with multiple modes ( Kinjals, Kalibrs, maybe even ICBM ) to ensure absolute victory knowing they can manage the consequences.
2 - A loosing strike that saves face and safeguards Kremlin. They know that not striking is an absolute loss while strike means saving something (e.g. 2014 borders or Crimea) and cementing Putins regime due to western response, isolation and chance to go full NK authoritarian. This OTOH might be a demo strike as it's mostly needed to produce strong enough western response to loose physically, without backing down and cause enough danger to consolidate power.
In the meanwhile the Russia itself was never and still isn't in any existential danger. So this must not be considered from the point of defense of Russia. Everyone has stated that as soon as Russia withdraws most sanctions can be lifted except where directly related to war effort and talks about acceptable security arrangement can be had. Only danger there is is for Kremlins regime, so any action will follow the logic of their survival.
