Then Ukraine would retaliate with chemical weapons of their own. Russia would be in the worse position because of how many conscripts they're rushing in. They wouldn't be trained in chemical warfare.

Short answer, no. Dozers are valid targets for ATGMs even if they aren't tanks and that's assuming that they don't get taken apart by AMRs.
