It's because hypersonic missiles are just a really expensive way of destroying a target. The only reason you'd ever want something as overpriced and wasteful as them is if you want to make sure that it can't be intercepted normally, which is usually only the case if they would be equipped with nuclear warheads. Knowing that the Soviets would be endlessly kvetching about American nuclear hypersonics the US decided to mothball the project.
