According to fighterpidor government was paying multiple millions roubles for each.     Guys, I think it's just a big symbol to indicate sub parking, like the way we have symbols for handicap spots or bike lanes. That's where the sub parks.

    So when a destroyer pulls in, the captain knows right away if they've parked in the wrong spot. It sounds stupid, I know. And the Russians attempt to use a lot of stupid tricks, it's true. But I'm fairly confident that the abstracted sub shape is literally just a parking sign.
