During the war my grandads family got extra eggs from the lady next door who kept chickens. My grandmas family had some of their own stuff growing in the garden.
Many people had stuff like this going on back in those times, so the rations would have been somewhat better than just the government issued stuff.

The amount you get will also be indicated according to your demographic, with non-Whites and non-straights getting more (about 10% - 20% more).

It probably is orchestrated, but low cost doesn't mean its a stable system. Knocking out one key aspect in the supply chain could decimate the food supply. We're already looking at fertilizer shortages, and that alone would be enough to cause shortages. Modern crops require so much help to grow, and most farmland has severely depleted top soil. Big ag can't produce food without fertilizer anymore. In my part of the country we were nervously watching the corn this year. It was almost really bad, about half the fields you drove by had visible problems. Most of the corn was too short, too late in the year. They only thing that saved it was warm weather lasting longer than expected.
With plenty of bugs to go around, there will never be food shortages.
