The answer is rhat not every soldier is a sniper and a squad of infantry with nuggets will lose every time to a similarly trained and motivated squad with assault rifles

They're okay-ish for people who can hardly get semi automatic rifles. They'd be better off with modern bolt action hunting rifles, shotguns or levergats but for hd/hunting it shouldn't make enough of a difference to matter.
