    It's small and the fact that it's made of mostly RF transparent materials means that it probably gets filtered out by most air defense radar algorithms as background clutter or birds. Small drones is something that traditional SAM radars do struggle with since lowering the background noise filter will increase detection of small drones but now you're also detecting all the other random clutter that'll actually decrease overall performance in the end.

      Yes and no, it's visible on radar but not at long range and it's tiny and small so hard to distinguish from say, a sparrow.
      The cardboard and rubber bands are radar transparent, the prop might be too and props are kind of the main thing you're looking for because of the odd way they reflect radar.
      You're left with electronics (tiny, look at an FPV flight controller board, optics and battery.

      The camera isn't very big either so the main component that is throwing off serious radar reflection is the battery. I have no idea if the explosive material generates radar return, I assume so since it's relatively dense and electrically conductive but I've never researched that.
      These components add up to provide a decent radar return but they're just so small that it's going to look like a bird or something. By default, AA radar will filter those into a "probably not a missile" bin and the operator will need to specially configure their radar to alert them to these and then they're also seeing every bird flying past too.

      The speed they travel at will also make them look like birds too, AA radars use a variety of properties to decide what is a threat and what is harmless and it's going to take a skilled operator to decide what to react to and what to ignore. Even then, they'd have a tonne of false positives from wildlife to deal with.

      And then there's the question of what to do about it, AA missiles won't explode because the proximity fuzes don't react to something that small, there's a webm of an AA missile flying right past an FPV drone because it doesn't explode. It will need a gun which I think only Pantsir has (a 30mm autocannon) and even then, they'd have better loaded the right ammunition because they're going to have trouble hitting it with dual autocannons firing AP ammo and I don't know whether they even have proximity fuzes for their frag ammo, they're meant for shooting down apaches and reaper drones.
