Taiwan tried in the 70s and 80s but the USA put a stop to it.
1. This was during the cold war and everyone was afraid of nuclear escalation and proliferation.
2. Taiwan was a military dictatorship back then.
3. Finally, at the time even by itself Taiwan was more than capable of repelling a CCP invasion, not to mention with the help of the US navy so there was little need for a nuclear deterrent.

The Chinese have declared some triggers for war, one of them is if Taiwan develops nukes.
The US was much stronger then, and didn't want to get involved in a war with China, much less a nuclear war. Every president thought it would be better to kick the can down the line, maybe war never comes. And here we are.
But if they go to war, Taiwan could nuke them. Then they wouldn't want to go to war so badly after all.

Taiwan is a nuclear threshold state like Japan. They can have a nuke ready within a couple months, if they deem it necessary.
Doubtful. They don't have any enrichment facilities. They'd have to build one from the ground up.
Uranium enrichment isn't the main way you get fissile material today. You do that in a nuclear reactor.
