Gauss weaponry is still in experimental stage, physics and current mechanical technology can't allow for a mobility akin to halo, the best you can get is something similar to a jeep with a recoiless rifle, but the benefit in speed can't compensate the lose in terrain mobility as survivability, besides you will have to train operators specifically to maximize the effect, which means you are dragging already stretched personnel from another vital roles.

Gauss spawns haven't been enabled yet (maybe Sweden or Finland can help, USA likes the rocket turret too much), but the passenger launchers strategy is seeing use as simulated. The crews have been training on 'hogs since they were 8 years old after all.

Warthogs are not actually designed to be driven by non-power armored humans. Yes, regular marines CAN drive them, but Warthogs were not really designed for that. Warthogs were designed exclusively for Spartans. That's why they aren't equipped with armored doors and their cabins are fully exposed, its to make it easier for Spartans in heavy armor to climb in and out of. Otherwise they're way too exposed for general troop transport.

Not only has technology matured in this regard by the time of 2552, but even if you were to develop a new round, you're talking about replacing hundreds of millions to even billions of rifles and ammo stockpiles just for a small change. Technology at this point would be more comparable to something like swords in the middle ages; you can have some variation here and there, but there isn't going to be anything game changing for centuries - hence why things like the Warthog have been in service for literally centuries by the time of the Human Covenant war.
