        Define operational. They can't do carrier counter air operations, carrier air strike operations etc. They can probably so some training evolutions and some straight maritime operations ike FONOP that don't require you safely launch and recover planes.

              You are mad if you think Brazil or for that matter anyone in Latin America would move a finger if push comes to shove in a war between China and USA.

              The chinese know quite well they are only tolerated worldwide because they are cheap, corrupt and willing to work with anyone in the political spectrum, but by the end of the day the average latin country has only loyalty to itself and will drop them the moment they become more of a trouble than an asset.

    Russia has one "Carrier" and I used the quotes because the Kuznetsov has never been combat capable in any serious sense, and never will be in any sense ever again.

    2- because the Montreux Convention explicitly prohibits the presence of aircraft carriers transiting the Bosphorus
    3- because Russia are successfully such fricking idiots that Turkey is refusing to allow any of their warships to transit
    4- because Russia does not possess sufficient serviceable escort ships to ensure that a carrier would not conduct a close-reconnaissance of the Moskva
    5- because Russia does not possess sufficient carrierborne fighters to affect the air battle over Ukraine and does not possess any carrier borne tankers or AEW aircraft
    6- because Russia's only carrier is currently six months overdue from being released from heavy maintenance due to the sinking of a dry dock, the toppling of a crane into the flight deck, and a fire onboard
    7- because that does not include the fact that the carrier in question is barely serviceable in peacetime much less wartime
    8- because last time that carrier did a deployment they lost not one but two fighters in a period of weeks while conducting "combat" operations in a permissive environment
    9- because irrespective of the above, the long period of heavy maintenance has resulted in Russia not having a full crew of sailors onboard or even available for Kuznetsov, and their carrier fighter pilot cohort is now out of currency and depleted

    There's a bunch of reasons - pick your favorite.
