Well after the fall of the iron curtain most militaries were put on a diet and so were the companies producing the respective material. Now it's time to bulk again.
All European countries neglected ammo stored and it takes time to build up. Russians themselves, according to BEST estimates for Russia artillery production, produce 17% of what they need to keep up current artillery intensity
That means they can have a war like this once every six years. Seems like a reasonable amount to plan for. They can get everything else they need from the norks.

It's hard to say, but some years ago they were scrambling hard to get western money in order to circumvent sanctions because they had a serious oil shortage. They've gone long ways to set up production sites all over the world with defacto slaves. There used to be norks cutting trees in siberia for oil and coal. Nowadays they've probably found a more profitable endeavor.

Most production lines were scaled down when the Cold War ended. It takes time to bring them back up to speed. One of the reasons that Xi is so very unhappy with Putin is that the Western MIC has been jerked out of its complacency and will be in full production if the chinks make a move on Taiwan. It has also fucked over Putin's Greater Russia plan, since European countries have been given time to begin the process of remilitarization and NATO forces are on high alert. And that's not even getting into how the Ukraine War has shattered the image of "muh Soviet war machine" that the Russians have tried so very hard to maintain.
The prodcution still isn't enough to supply Ukraine with as many shells as they need/ask and the West can't simply empty their shell stocks. They need to keep enough of them for their own use if the need arises

NATO armies dont use artillery on the same scale as Soviet ones so its much less of a production priority. Fortunately there are millions of shells and surprisingly high production capacity floating around western allies.

Keep in mind the difference in per shell effectiveness as well. Half as many 155mm rounds could have just as much of an effect as 152mm, once accounting for the difference in CEP, shell fragmentation, and so forth.

we do have stocks of 155mm but our stocks are tiny and this is a big war. only the us has big enough stocks to give away enough without hurting their own military.

Why population level? It's not as if everyone is making 155 shells in their sheds at the weekend. A better guide might be to look at each side's GDP and the percentage they spend on the military, or maybe the output of different arms manufacturers?
