Developing and maintaining a navy is only affordable by a few first world countries. Not only that, but the required knowledge and experience of naval engineering (meant for warfare) has been kept in said countries and has never been developed in developing countries.
The only "hope" for developing countries to have a decent navy is too buy ships from other navies, which was feasible in the WWI-WWII era (see Argentine and Brazil, for example) but nowadays modern warships cost too much to build, maintain and operate. It's just not affordable for them.
Korea, China, and Japan have been doing pretty alright but the answer is ships are fricking expensive and most brown countries are too poor to have more than a couple boats
Some african countries have navies but they're usually one or two little boats for coast guard type shit, Africa doesn't have a navy because Africa is not a country
Because boats require money and outside of western europe and a few other places nobody had the ability to accumulate enough money

Only in Europe did the thugs in question realize that by pooling their money together and investing it into enterprises that they could all profit instead of just burning each other's land to the ground.
The best example of this is the English Armada. After the failure of the Spanish Armada, an idea was floated that with the Spanish weakened it would be very profitable to launch an English fleet to raid Spain and her treasure fleets. So the Queen and a bunch of her friends/advisors/merchants pooled a bunch of money together into a joint-stock company that then was used to hire crew and buy ships/supplies in the hopes that they would be able to make a huge profit from the loot that they would get back.
Of course the expedition was a huge failure and all the investors lost all their money, which is why you don't hear about it in a lot of history books. But the point was that this sort of wealth-pooling allowed for the construction of large navies as well as the institutions and infrastructure to build and improve on these large ocean-going ships. So when 150 Portuguese beat back an invasion force of 80,000 poos with 0 casualties thanks to clever use of their carracks, it really goes to show just how much stronger Western European governments were than Asian ones.
It's not so much a non-whites, as it is Southerners. For most of human history, the North Star was the focal point of naval navigation, and it becomes completely occluded by the Earth the moment you cross the Equator. Without it, any naval movement other than hugging a coastline is just striking out into the blind, and if you're lucky, you've at best got someone who went first telling you that there should be something roughly along X heading about Y days sail away.
