I’ve never carried one as I’m not Indiana Jones, but the thought of taking a crackhead down with one is tempting.
you're not incapacitating anyone with a whip even if it is a meteor hammer with a heavy metal end. At which point your meteor hammer falls under the legal definition of a slungshot or long blackjack.
While it would be extremely unlikely a strong blow from a properly designed whip can actually cut deeply enough to reach some arteries.
Incredibly unlikely even if your opponent is naked and standing still at ideal range offering neck.
People get shot in the limbs and intestines with service caliber hollowpoints and keep going.
The only reliable way to shut down an attacker before they hurt you is to physically break their ability to fight. Either that or get somewhere where they can't reach you.
Pepper spray does the same thing plus inhibiting vision at a range with way less training and physicality required, and whipping a Black person is going to make you look pretty bad in court. Buy a POM for like 12 dollars and clip in to your front pants pocket.

Yes I'm sure you whip will work against someone wielding a hammer. They totally won't just take it and then crack your skull open.
One crack from a whip could knock someone out if it’s to the head.
At the whips perfectly optimal range, on a wide open area, with enough headroom to bring the whip up in the air it "could" knock a person out. Blows to the head aren't like fricking movies, that shouldn't need to be said. But given the premise of this thread you are clearly suffering under that delusion.
99% of people couldn’t keep fighting after taking a single hit from a whip. It would stop almost everyone
