The issue being raised is about competence. Logistics mixing up the camo is incompetent but being so incompetent that you let corruption run so deep that you now have to issue WW2 kits in the 21st century is a whole new level of moronic. Both arguments are about competence.

They will only work when threatened or when examples are made, and of course then only work with contempt.
