      Professional criminals tasked through intermediaries by Russian SVR or FSB. Russians provide intel and money, and criminals hired by the fence steal targeted trucks or containers.
      Its old method, hailed from Soviet times.
      During the 1970s and early 1980s here in Poland we had special detachments of Security Service occupying themselves with running smuggling rings and gangs of armed robbers that stole things like cars, israeliteelry and foreign currency in the West. This was planned and aprroved on the highest level of Ministry of Internal Affairs. It caused scandal only when internal audit uncovered that too significant amount of the proceeds went into private pockets instead of operational fund. Some glowies got fired or had to resign for this. Criminals from those organizations were also used as snitches and hired assassins against the political dissidents that migrated to western Europe, sometimes also in domestic affairs. Like, if someone was causing too much trouble, he or she could be ran over by the truck or severely beaten robbery attempt and police and Security Service would conduct investigation and naturally uncover nothing. This way glowies didnt have to involve themselves personally and criminals were provided with valuable cover.
      Foreign Intelligence Service was also tasked by procuring specialized equipment that could not be bought on the free market, gathering foreign currency through various schemes etc. Goes without saying that theft and bribes were involved. It was widespread activity among Combloc countries that had negative trading volume with the West, resulting with shortage of hard currency and precious metals. And lets be honest, all western intelligence services also maintain ties with organized crime, simply because it is useful at times.

      Catalytic converter theft has been a thing for decade with plenty of buyers for any kind of catalytic converter. Sudden spike in police traffic monitoring equipment theft is quite bit more suspicious. Sure, some homosexual might have vandalized few a year and maybe even occasionally stolen some of those, but sudden 100+ thefts is more than bit sus. Unironically they should set up security cameras and police patrols to guard the cameras. If thief is caught and turns out to be russian/s*erb immigrants. Charge them kinds of organized crime/terrorist/war crime participation in addition to theft. If they turn out to vatBlack person/s*erb immigrants with Swedish citizenship, charge them with treason. Put 'em to prison for life and consider them needing protective custody and isolation.
