China isnt interested in access to just another contained lake like the Sea of Japan. They want open access to the Open Pacific, which is only possible after their seizure of Taiwan and the establishment of naval bases there.
For this to happen, they dont need any surviving people on Taiwan, nor their industries. Even an irradiated Taiwan will be able to eventually host naval bases, so China's minimum goal is very very low bar.
Russia already provides China with whatever they need to keep their war industry going in exchange for support in dual use tech and supplies to 3rd states like Iran and North Korea who in return directly aid Russia.
