    To let the population know that they are fighting NATO who is intent on driving all the way to Moscow. It's just there to get the population fired up for the next round of mobilization. Those in power at the Kremlin have no delusions that Russia will be invaded. It's purely a cynical move to get their cowardly population to just go along with whatever they say, but feel somewhat good about it.

    There are legitimate concerns within Moscow that internal elements will attempt to stage an attack on the city and decapitate the current regime. It will be presented as something along the lines of "Ukranian infiltrators" and allow the new regime both a clean ascension to power and an easy out for the current situation in Ukraine. It is the same reason a ton of internal security forces are being moved into the area and there is a high amount of scrutiny for anyone living in or traveling around Moscow right now.

    There will be a manhunt sort of like the one for Bin Laden except it will be over in a month and once the perpetrators are brought to justice it will satisfy the general population that Russia has avenged itself. The war itself is extremely unpopular so even a flimsy pretense that it has been won will be good enough at this point.
