    If they had no ASMs they could literally just use direct and indirect artillery on such a predictable and mobility constrained target. Fire enough artillery and it'll be dead soon enough.
    Hell, javelins and larger Ukie ATGM's would work given enough of them.

    A ship sailing up to gun range is the same as a regular gun, except the enemy knows where it is, and it can sink. Russia has a frickton of regular guns, no need to risk a ship costing hundreds of millions t be used as a regular gun.

    Modern ships are very thin when it comes to armor, would be interesting to see them get obliterated by rpgs and bmp 1 autocannons. Funnily enough they might make it further with a ww1/2 ship than the modern stuff.

    they don't need to sail up there to bomb the city. they simply don't want to because it's not politically viable. same reason why they don't drop a nuke on it.
    besides sailing up there would make those ships too easy to shoot.

    The Russian navy is only designed to destroy other ships and blockade which it had done completely already the surface fleet isn't designed to shell the coast with 180mm the submarines do that with missiles instead
