Apparently the plan was to attack harbors and other strategic targets with it. They would parachute in, make their way to shore and set it up. He was saying how it had a denotation timer(up to 14 hours IIRC) on it so they could gey away in time. In reality though one of them would have to stay behind to make sure it wasn't found and disarmed or messed with. Otherwise you could just be giving someone a free nuke.
I read somewhere that the producers deliberately kept it unrevealed, but it would be something that would unravel the IRA peace process, so on-set it was assumed to be incriminating papers or a nuke
