Wagner and Russian MoD absolutely HATE each other. Wagner knows the capture of Bakhmut is a trap, so now it's going to try to bolt. Kremlin is hoping Wagner will get caught in said trap, hence using the poor troops with low morale on Bakhmut's flanks.
