        I don't know how it is in whatever country you're from, but that definitely doesn't look like central-vac. Central-vac should just be a big hole in the wall (with a cover) that has a similar diameter to a vacuum tube, because it needs to let objects through to the chamber. That's all I can say though because that connection looks like its specific to your country, judging by the other receptacle next to it, so I have no clue what it could actually be.

            I've definitely seen them bigger than this in multiple homes, but it might just be my region/country that does this, not sure. I don't have any experience with them outside of that.

        Central vac would have an air hose connection and the electrical connections is usually integrated into that fitting.
        Could be antenna, phone is another possibility...old US phone wall plugs are like that but have four pins, my house was built in 1960 and that's what it had originally.

    The left is a 220v dryer plug. The right is a old school phone charger. Before cellular phones, you had to charge up your landline

    That is 100% an outlet for a roof mounted antenna. Most likely for television, but there's a small chance it could be for radio instead.
