          Because in Russia you don't become operation commander from Chief of the Staff. From such high position you either go upwards or sideways not down. If you entered Moscow you stay in Moscow. Going down and back from Rome to province is full sacking. And full sacking means guy is not considered worthy and reliable to be allowed to do something himself. He is wedding general now.

        Much like any other government, especially during a war and a with potential dissolution of the state at stake, the Russian government is a collection of warring cliques.
        Putin, meanwhile, is chosen as sort of a holy arbiter of these conflicts and the magical glue that holds the state together, NOBODY else having any real claim to the presidency.

        Putin's primary agenda used to change every ~several years starting from the early 00s where he was a straight up "sane" capitalist whose main goal was to bring up the standard of living in Russia to that of Portugal (i.e. a sort of a quintessential "mid" yuro country) then giving his infamous 2007 speech in Germany, then Georgia, then the descent into Orthodox-fascism (to get the Church's/FSB's clerical wing's approval) and then all the Ukraine shit.
        Add the need to balance out a bunch of crazy people back at home to his own ambition and insanity (fucker unironically thinks of the fall of the USSR as "the greatest geopolitical catastrophe of the 20th century") and you get a country that does what Russia did a year ago -- shot itself in the head.

        Now, the two most important factions:
        >MOD/Shoigu/generalstab-related clique of chinovniks that had previously been annihilated PR-wise (not without the second faction's help) until the recent appointment of Lapin which is a huge win for them
        >a bizarre Prigozhin/Kadyrov quasi-alliance whose main agenda was to discredit the army and praise their own accomplishments -- this is why you see Bakhmut attacked so viciously -- it was to be a bargaining chip for Prigozhinites to become a powerful political unit and decide the next president
        Add to that the eternal Éminence grise of the FSB and the fact that there's like 5 or so PMS's being created RIGHT NOW, including by fucking SHOIGU himself, which is a direct signal of the post-war fight for assets and you get a nuclear cocktail, which is really nothing new for Russian politics.

    Wasted a lot of missiles to not much effect other than provoking the west to provide unlimited air defence gear.
    Withdrew from Kherson, could maybe spin that as inevitable but it's not an achievement that anyone's going to praise even though it was actually pretty well done.

    Arguably reformed some combat units by slotting in conscripts into contrakti units to get better on-the-job training but mostly just screwed up mobilisation.

    There's no big victories in there, nothing to keep you secure in the in-fighting of the Kremlin snakepit.

            It was a fairly skilfully executed withdrawal, could have been better but by the standards of the Russian army, it was decent and the most orderly manoeuvre they've performed in the war so far, including everything done after that too.
            He built fall-back lines on the left bank for defence-in-depth which are holding even now, I don't know how hard AFU are pressing them but there's been no significant advance on the left bank.
            He's reformed units which were demolished.

            These are all solid accomplishments but the only thing that's going to count for shit in the Kremlin are trophies. Actual hard work on the fundamentals can't be shown on TV, are worthless in the halls of power and although necessary for any future victory, will go entirely without credit.

            The irony is that demoting your commander and appointing a deputy to be his new boss is exactly how Zaluzhniy came to be commander-in-chief. Maybe this is cargo-cult reshuffling where they saw it worked great for Ukraine but didn't understand why it was done (it was the demoted guy's idea because building an army and fighting a war are different jobs needing different people).

      In modern times, generals get recalled to Washington and usually end up resigning.

      In WWII it was handled much better I think, a neverserved historian did a whole talk on it at a naval event which was really well received. Basically in WWII, theatre commanders were recalled and reassigned all the time, when they made a big mistake, when they started getting too hyped or confident or losing their shit, or just if they seemed tired. Sometimes because the war had changed phase and it looked like another general had more experience or a more appropriate personality or career or attitude.

      In WWII, this had zero effect on their subsequent career and they were put in charge of training some new army or managing an occupation or building supply lines, then when something came up somewhere, they got reassigned back into the action again.
