I doubt this is a real article, those tanks are usually made for specific chemicals, often lined with glass or whatever materials needed to keep the contents from corroding it all. Just seems like an expensive waste

The US and UK did it during the lead up because Russia has a pretty consistent track record of trying to obfuscate and deny things that are blatantly observable (think the taking of Crimea, Russian govt denied it was their troops despite them clearly all having Russian MoD equipment and speaking Russian and then Russia taking Crimea right after they show up), the idea seems to have been preempting Russian attempts to spin a narrative about what was happening. A lot of the current US State Department have been around since Putin took back over from Medvedev and Russia starting taking a more aggressive stance and actively undermining Western interests and are extremely fricking tired of Russian Black persondom - to them Russia has effectively trapped itself in Ukraine and they are dead set on seeing it bleed itself out and are very familiar with the increasingly stale PR games Russia plays.
Ukraine seems to be just trying to keep attention and tension high while making Russia second guess their actions if the Ukrainians are actually right.
