Mayans have pretty much always been the smartest of the Amerindians. They were more literate than a lot of the old world was with their logogram/alphabet combo system. The northern Maya (who are now in Mexico) are also those who thrived past the classical Mayan collapse, while the southern Maya (now in Guatemala and Belize) were the Maya kingdoms that collapsed so it seems like the north Maya were always smarter. The Yucatec Maya were smart enough to work with oil and tourism so are better off than many indigenous. They are also the only indigenous in Mexico that successfully fought of total enslavement and reversed the caste system. They still speak their own language and have their own customs. I was reading some article in the Economist that was saying the military in Mexico is now being given 4 times as much funding as it was last year and there's concerns they're becoming overly involved in government.

Spain has a modern, well equipped and fully proffesional army of about 80k soldiers organised in NATO-style combined arms brigade combat teams; a navy with 5 AEGIS frigates, 5 older but still decent enough frigates, an LHD with a dozen Harriers and expeditionary capabilities; and an airforce of 70 Eurofighters plus 80 Hornets.
They also have a well developed military industrial base and build their own guns, warships and ifvs, and have continued to invest in modernising their armed forces throughout the years - iirc they're looking at buying f35 to replace their Harriers.
All in all they have the army you'd expect from a second-rate European power, not as strong as France or the UK but not too far from them either.
Does anyone unironically think any south american military is better than the Spanish one? It's not the biggest but it has a modernised and decnsit sized army to NATO standards.

If you mean latin american countries id say Chile is the only one that have a decent army, navy and air force.
Brazil have a big army but their main tank is still a leopard 1, their air force is bad (they will have a nice one when they get the gripens they order) and their navy have a nice amount of submarines but they have a low amount of frigates an they are pretty old.
Colombia doesn't have tanks but they have a well prepared army and well equiped, their airforce is shit and their navy is in construction, they have 4 frigates but they are building 5 modern frigates atm.
Mexico doesn't have a decent navy (only 1 "frigate" and a bunch of opv ) or modern air force like they only have 4 F-5 and their army doesn't have tanks and they are build to fight the narcos so you can't count on them for a modern war.
Venezuela airforce it's falling apart on its own but they have good air defence, decent army and their navy is shit.

In general from the 50s to even the 80s, they were getting their hands dirty in Africa helping decolonization efforts by force with argueable success(most of those countries were going to fail anyway) and did have an acceptable army during that timeframe, at least in the sense that it was punching above it's weight thanks to the URSS.

To answer your question, I suspect the terrain is part of it. Anecdotal stories about guys in Vietnam liking the foliage penetration ability of x51, but still going with the M16 because of the other failings of the M14 come to mind. If you weren't saddled with that dog, and most of the terrain you're fighting in is heavily forested like that, then maybe you wouldn't sour on it quite as quickly.

Hispanic countries tend to have extremely corrupt ruling classes and as we've learned with Russia, having a ruling class that's stealing everything not nailed down to the floor (and ripping up the floorboards to steal what is nailed down) has an extremely negative impact on military readiness.
Being a military is just as much about group and organizational dynamics as much as it is about good soldiering.
Sadly, the kind of social order the Spanish left behind (and that the Spanish themselves had until relatively recently) was not conducive to competent and cohesive military forces.
To cut a long story short, in a highly stratified society, organizational endeavors become difficult since no one has a real stake in the continued functioning of the system, so everyone just looks out for themselves and things don't get done. The military being one of the largest organizations in any society, it gets particularly hard by this kind of problem.
The biggest danger to South American countries are themselves. They really have no enemy besides domestic issues. If anyone tried to invade South America you can guarantee that the US would be involved

As a Brazilian, I would agree with you, although are R-99 AWACSs are in better operational condition than their sentries, but the Chilean Air Force is better equipped. Our only BVR capable fighters right now are a modicum of modernized F5 Tiger IIs with Derby Missiles, while the Chileans have AMRAAMs. Plus, AFAIK, we haven't received our delivery of Meteor missiles yet for our Gripens.

I was reading some article in the Economist that was saying the military in Mexico is now being given 4 times as much funding as it was last year and there's concerns they're becoming overly involved in government.

Anecdotal stories about guys in Vietnam liking the foliage penetration ability of x51, but still going with the M16 because of the other failings of the M14 come to mind. Being a military is just as much about group and organizational dynamics as much as it is about good soldiering.
Sadly, the kind of social order the Spanish left behind (and that the Spanish themselves had until relatively recently) was not conducive to competent and cohesive military forces.
To cut a long story short, in a highly stratified society, organizational endeavors become difficult since no one has a real stake in the continued functioning of the system, so everyone just looks out for themselves and things don't get done. The military being one of the largest organizations in any society, it gets particularly hard by this kind of problem.

Mexico has 3 and wants to scale up to 9 by 2030. They recently got some sort of domestic stealthy coating. They got upgraded to share data with Gripens which basically confirms that Mexico will get Gripens from Brazil at some near point too.
Brazil been working on their own Datalink system for years. Currently they have the "BR1" which only connects the F-5's, A-1's, SuperTuc's and E-99M's.
The BR2 version will connect every single aircraft and radar.

As a Brazilian, I would agree with you, although are R-99 AWACSs are in better operational condition than their sentries, but the Chilean Air Force is better equipped. Our only BVR capable fighters right now are a modicum of modernized F5 Tiger IIs with Derby Missiles, while the Chileans have AMRAAMs. Plus, AFAIK, we haven't received our delivery of Meteor missiles yet for our Gripens.
