Really it doesn't matter because infantry is no longer the decisive combat arm. A 5% better rifle won't matter and it's why the US went the opposite direction by eliminating rifles in favor of cut down carbines.
You do need specific context for there to be a “best”. If you’re in a cold country that experiences freezing temperatures more than others, a rifle that can still operate in those conditions will obviously be the “best” option for you.
But in the end, the AR15/18 would be the answer for most.
Free floating of the AR as well as competition for the consumer market has made it a sub-moa battle rifle with unbelievable modularity. You cannot simply discount the value of it's current top tiers.
