      Gulf cartel and Zetas basically aren't cartels anymore. Glorified street gangs, no real hierarchy or infrastructure to attack. Not really a big army job, not really a job for special operations. Would be like deploying delta/cag/whatever they're called now to deal with crips.

          Clearly this. Cartels know *very* much so not to frick with Americans that aren't in some way involved in the business with them. It's not to say shit won't happen, but when it does it's usually of the "shit got fricked up" variety.
          This is not apologia for cartels, I believe we should've Clear and Present Danger'd Mexico long ago, but they generally do try to actively avoid incurring the wrath of US federal law enforcement (where possible, US feds are otherwise an occupational hazard) and most fricking surely the US military.

          IIRC one cartel has sicarios that were Delta-trained at one point, so those fricks for sure know what not to invite upon themselves.

      It's the prospect of being extradited to the US for prosecution that has them worried. In Mexico, their money and connections makes them immune to criminal prosecution, but if the US gets involved, they're fricked.

      This was very effective in Mussolini's Italy. Granted, it didn't actually wipe out the Mafia, but it did substantially deplete their numbers and force the remainder into hiding and strip them of all their power and influence until we made the mistake of putting them back in power during the invasion. Mind you, Cesare Mori usually went after the mafiosos' families, since the criminal filth might resist torture on themselves, less so when watching their wife and kids screaming and begging.
