I appreciate the grind, but those are kac rail covers. That silver strip close to the receiver is a spring metal retainer. They also dont have the lip running down the middle that you would get on the join between two clamshells.

You can see the tab on the rail cover that you depress to remove the panel.

with how common it is in the commercial market its interesting that flat top, with or without detachable carry handle with standard hand guards was such an uncommon configuration in the military

      >uncommon configuration in the military
it was 2004 when quads started to phase in
there were plenty without but cameras werent something everyone had on them constantly.
there was a full decade of use without quads

The US Army starting issuing the quad rails in the late 1990s, they had them in Kosovo. Try again.

They had heat shields in them but the handguards themselves were just plastic clam-shells

Started issuing and widespread are 2 different things, 2004 is when everyone started getting them instead of just special people

Yeah, we also "had" Acogs in the late 80s, but no motherfricker outside of SOF was getting them until at least 04.

I saw it once before in 2020. (Marines) super POGs from engineer support battalion had M4s with round hand guards and detachable carry handles.

Yes, mine had them when I was in. Yes I was a POG.

The colt 653s/723s used by rangers and SF in the 80s-90s had them and they saw some use on the earliest M4s

Absolutely, initially the block 1 was for cool kids only.

Yes of course, but the vast majority pics you will see from GWOT era will not have the basic b***h plastic handguards. M4 Carbine (as in the actual M4 carbine, not one of the many colt carbine variants which were also in use) entered service in '94, at which time the SOPMOD block 1 program was already signed off. So even day 1 real cool guys already had better options than the plastic clamshell.
Try looking for older mid-90's pics and stateside garrisons if you want to actually see it in use.
