A popular theory right now is that a HARM anti radiation missile was used for the ruskie air defenses, and Ukraine used a GRIM-2 missile(s). Which aren't OFFICIALLY in production or past prototype phase... but that was also years ago. This seems like the compromise the US/EU was willing to make with Ukraine over ballistic missiles. They give the Ukies anti-radiation missiles to clear the way for domestic rockets to hit targets in Russia.
