It's a concrete box girder bridge. If the long, parallel concrete beams are damaged under the road deck, it's no longer safe to cross. It would be different if it were a truss/cantilever/suspension bridge.

those kinds of bridges have tendons running underneath the road, they basically make regular reinforced concrete stronger than even pre-stressed concrete. that makes them very cheap - a lot of highway bridges in the uk and other places are of that design. only problem is that if the cables fray, corrode or get cut outright - the whole thing might as well be made of tissues and good wishes. there is a reason why existing ones in the uk get inspected every year for even minimal signs of fraying or corrosion. with advances in pre-stressed construction these kinds of bridges have fallen out of favour and it even was outlawed in some places.
fixing the road surface will do nothing to fix the structural damage, you need to get to the cables - untension them slowly (over days or even weeks) then put in new ones and tension them (again, over days or even weeks.) it's perfectly doable - in peace-time, if you close the thing for weeks and have experienced engineers working off plans. if you don't have the contrustion plans - add a few weeks for structural surveying. in short: the thing is essentially a bobby trap for anything other than pedestrians or a few cars at a time going slowly.
Good to know that if the Russian offensive needs a bunch of 1.3 hatchbacks on the front, they can still cross that bridge freely.

You guys seriously have no idea how badly the integrity of that road has been fricked with. It's not about making it good enough for some Ladas or Toyotas to cross, it needs to be capable of holding the weight of MBTs, SPGs, a medley of light armored vehicles, S-300 and 400 batteries, etc. Trying to cross the bridge with any heavy equipment is going to be a problem, and you can forget about moving them across in volume without creating a traffic jam.
More importantly it needs to bear the weight of all the trucks needed to bring ammo from the new depots outside HIMARS (well, for now) range.
With the cables cut that segment of the bridge can collapse at any moment.

those cables are holding tension in the concrete. without that support the concrete more or less falls apart. concrete is good with compressive strength but has terrible tensile strength. it'll crumble if enough cables go.

Tensioned concrete is essentially a leaf spring, it's pushing up against the load of traffic, and prevents the girder from flexing down too far, which would eventually cause it to fail. It also let's you use less material to build a bridge of the desired strength.
Without the cables, the bridge won't instantly crumble and collapse, but it would be much weaker and likely collapse after a few heavy loads.
Not an engineer though.

it's a post-tensioned concrete structure: the cables underneath the deck are vital to its structural integrity. and unlike a traditional beam structure or even per-tensioned ones - the math is pretty finicky so just stringing some add-on cables is probably not going to fix the problem.

You know that's why all infrastructure is how it is right? No government gets a $250m quote and a $500m quote and takes the $500m one unless they are corrupt.
They're harder and more costly to maintain, though.

the maximum force under a heavy trucks axle is more likely to be a problem than total load on most highway bridges. that value is likely not even compromised in the least on the opposite end of the bridge. but in and near the area where the hits are it's a small portion of what it needs to allow a truck or tank to pass. and again: that damage is to the entire structure, not just the road surface - putting down some steel plates for the tank to drive on does shit all if it still rests on the compromised portion. basically, you'd have to build a bridge on top of the existing one over the compromised length. also you'd need to figure out how extensive the degradation is.
could you drive tanks over it? maybe, if you take it slow and go one at a time. is there a decent chance you'd end up in the water? yes. is there a big chance the bridge will collapse after a few dozens crossings? yes. is there any way to assure the bridge is safe - and won't just collapse on you at any moment - without extensive surveying and repairs? no.
