We need to go back to WWII to solve the commiekazi drone question. It's that simple. Just install batteries of these in every Ukrainian city and train some locals to operate them from rooftops. The drones are slow, easy to track, loud and this would be the perfect weapon system to deal with them, and we even still manufacter modern 40mm bofors and the ammo.

Radar guided gun emplacements are cheap and reliable. You just put a pile around cities and in lines across the country moron. The drones never make it near urban areas in the first place. Not like they are hard to detect or moving fast, that's the point of them, slow and cheap.

That being said, I don't understand why ukrainians have trouble with this extremely slow drone, since they are ex-soviet and all ex soviets definitely have huge numbers of towed AA guns that can easily be deployed around important objectives deep inside the country where the shaheds are trying to hit targets. All is needed is WW2 era autocannons, but they probably have a manpower issue - as they probably lack the personnel to man these deprecated systems.

This is why terrorists go for soft targets, it's high morale damage at low risk because you can't fortify every kindergarten and apartment block.
Civil defence brigades staffing AA are probably required but you need at least one on every block and in rings outside the city. And it's still hit & miss because they can come in from altitude in a terminal dive and maybe shooting them doesn't do much because the explosive and an impact detonator will probably survive the fall.
