Even if you talk about 152mm artillery shells the battery and local logistics only have so many shells available to fire at a time and if you fire at a rate greater than the replenishment then you have to stop or slow firing until you get resupplied.
The missile volleys in the initial offensive were only mildly effective while the attacks on infrastructure actually did something. It helped frick all on the ground but forced resources to be diverted towards the defense.
If they're saving them for another go, they shouldn't bother.

That a lot of ruskie units were in serious danger of being destroyed or forced to surrender, and getting most of the men and equipment out intact was an accomplishment given the situation at that point.

As much as I hate R*ssians it was far from botched operation. Yes, they lost the city but they managed to save most of the important units and left Ukies close to none working armour and ammo depots on the right bank.
Compared to absolute shit show in Kharkiv this was actually well managed retreat from unsustainable positions.
Kherson was relatively well executed compared to Kharkiv, but it was also planned a long time in advance. The general going on tv telling Shoigu that it's time to retreat is obviously just theatrics, the decision was made weeks before.
