I think it really depends.
Countries with resilience or some form of a notable defence probably aren't easily deterred by terror bombing but small countries with no real army is probably terrified of the implications.
In WW2? It was a waste. The V1s were highly cost-effective as individual weapons (and Hap Arnold made a point of this when he recommended replacing human pilots with missiles and drones in 1946) but Germany gained nothing by bombarding the cities. The correct use would have been attacking the English airfields during the Blitz.
If the V-1 had been around in 1940, it could have been used en masse for the Blitz while the Luftwaffe kept pounding the airfields. It might not have convinced Britain to surrender, but it would have made everything--including the staging of US troops and bombers in England--far more difficult.
Fortunately, the V-1 only showed up shortly before the US was able to deploy a large force of radar-aimed AAA with VT fuzes. Those were able to shoot down the majority of V-1s that made it across the channel, dramatically reducing the threat.
Why would you assume it's for terror bombing? Cheap suicide drones don't HAVE to be used to terrorize civilians, that's just what the Russians have decided to use them for.
I reckon I could achieve at least 50m CEP using Arduino and some 1950s soviet vintage components. With access to mass-manufactured laser gyroscopes(Ukraine has several factories dedicated to them, they are relatively cheap and very precise) this shit easily can be much more precise than best russian cruise missiles
lol, pulse-jet flying micro bombs are 100% going for cities and infrastructure even IF they carry rudimentary gps or inertia guidance

I think the V1/2 projects were a waste because they took up huge amounts of resources that germany was lacking, to very little measurable effect. If you can pump these mini-bombs for cheap then it's not going to hurt having lots of explosive flying into enemy territory, even if it won't have a decisive impact on the war

I made a phone app once that just logged satnav data as I walked around. It even had a neat feature to project positions in augmented reality, though that part was a bit too shaky with the phone's crappy gyro.
Comparing to street maps later, it was accurate to under 1 m if I moved in a straight line for a while, and filtered out obvious bad samples. These systems are pretty good these days.
Jamming and intentional GPS quality degradation might be issues in a war zone, but you could probably do much better than 30 m in good circumstances.
