There's this thing called "reading". You can do it when you want to pick up a topic. Ideally when you need that topic.
There is also this thing called "practicing the art " which is required if you are to be proficient at something as complicated as long range precision shooting.
I'd be willing to bet a considerable amount of money that you could teach someone everything there is to know about long range shooting in three months. It's basic bitch ballistics plus some aspects of wind and shit. As far as I see it nothing that couldn't be out sourced to a literal app on your smart phone.
There is a lot more to being an effective sniper in combat than simply long range shooting. That is why the USMC Diviision Sniper Schools are so important. Being able to ring a 4 inch diameter plate at 1,000 yards is maybe 5% of being a capable war time sniper.

So they are moving snipers from a sniper platoon in the battalion, into the recon platoon of the battalion. I don't see the big deal with this tbh. Evidently keeping the sniper schools isn't something that is necessary to the overall warfighting capabilities of the Marine Corps

Snipers are a niche unit. While useful at the tactical level, they barely effect the operational level. With the money saved on sniper training, the Marines can reinvest in Unmanned Ground Vehicles and other tech. Good move.
The USMC Division Sniper Schools cost so little to run and provide so much value to the USMC that the defense budget aspect of this decision is not relevant. If you consider how much waste, fraud and abuse there is at all levels of the United States government that is not being investigated or prosecuted. It is nonsensical to think the tiny money saved by eliminating the USMC Division Schools will have a positive impact on defense budgets. The fact that congress fought to ensure there is no oversight or accountability for the US Treasury $'s committed to Ukraine and the massive flow of treasure that is ongoing demonstrates that there is no fiscal constraint on Washington DC.

What you say is simply not true. While fighting the battle for Stalingrad both engaged armies started scout sniper schools in theatre to feed snipers into the battle.
The USMC trained scout snipers in theatre during the Korean conflict also to fulfill the need for long range precision sniping.

snipers are obsolete; scouting, surveillance, targeted attacks can all be done by loitering munitions and drones far more cheaper and effectivelly
EW countermeasures can negate and disable drones. The command & control links for encrypted drones are not difficult to overwhelm, block and disrupt.
The modern battlefield will still require human scouting, surveillance, target acquisition and fire adjustment.
