It's for performing a coup de grace. You have a regular musket in one hand and this one in the other. You hold both hands out direct in front and walk forward slowly, a la Frankenstein. First musket knocks a man down. You walk over and blast him with your 90 degree gun.

The RPG-2 is a recoilless rifle IIRC. Knowing the soviets some ammo might not have burned its propellant completely before the projectile left the barrel so that might be a shield to protect the user from burns like on a Panzershreck
Given the photo was taken in 1990, it's a good bet the ammo is VERY old by that point and the propellant's even less stable, let alone properly burning. Makes sense.

It's a rocket launcher, probably homemade or crude factory made. The shield probably protects from the smoke, maybe it just uses black powder as a propellant. An RPG is an extremely simple thing to make, learn how it's done in case you need that knowledge. Just tube, fuse, fuse ignition line, and charge on the front.

Its an obvious homemade RPG firing a rocket that does not burn out entirely in the barrel. Note the lack of sighting devices.
