My understanding is that their iff transponders are Soviet era and as a result, Ukrainian planes show up as friendly as well.
Supposedly it's resulted in the Russians having to avoid using any plans that the Ukrainians also have in service towards the front.
The IFF check was working fine, it was already designating Russian targets as enemy in preparation for the Chinese invasion.
