Right at the start of the war, Russia advised Syria to empty it's jails of islamists and literally bus them to the east of the country because they would then go on to discredit the rebels. Like all Russian plans, it was pretty moronic and got out of hand almost immediately, so Russia sent Chechen FSB goons to try and steer the organisation and lost control of them almost immediately as well.
