Doesn't matter if it is junk, people will pay for it. And in many cases they will overpay. Even if the military sells for a loss, this is stuff they couldn't give away. They're not sending it to Ukraine or Israel. Why not sell it?
So....I'm an autist who buy shelf stable grocery items in bulk when they are on sale, I enter them into an Excel file with volume, price, store -- and expiration date...surely the US Army must have a list of what they have and when it expires, and a way for the system to alert them to when it's about to expire, sort items by how close they are to expiring and then implement plans to deal with it?
The Russians were caught with MRE that expire in 2016, one one hand it shows how unprepared and possibly how corrupted they are -- that Russian Generals must have sold off the non-expired food...but why weren't the Best Before 2016 rations sold earlier than? I think those were probably rations made in preparation for the 2014 Invasion of Crimea that were left over -- as soon as that was done they SHOULD have sold it online and made more in batches that should also be sold before it expires if the troops aren't consuming it in time.

There should always be a thing to deal with supplies that aren't used up in time rather than let them collect dust and expire, such as selling or gifting vaccines and PPE to third world countries when they are near expiration.
Anything worthwhile that's off the books gets taken by anyone brave enough to take it. Go to any soldiers/marines/air/seamans house and it will be full of liberated gear. The stuff left over is broken garbage or inventoried.
