In picrel, the bombs have blue bands to denote training items, but have live impact fuzes that will detonate a high explosive spotting charge (in this case the bombs don't have an additional yellow band because the addition of HE was carried out in the field and not at the factory, but there are other items with both blue and yellow markings).

I think that's the illum round casing, which carries the illumination flare and then opens to let it out, and continues to fly until it hits something. they calculate the trajectory btw and these are factored in when firing, so directing it towards a crowd of civilians is entirely intentional.
