      Turkey is way ahead of South Korea when it comes to aerospace. South Korea had more experience when it comes to tanks and howitzers partly because they were experienced with both US and USSR weaponry. In the 80s the USSR started trading with South Korea and then in the 1990s Russia paid back debts with weapons in lieu of cash. South Korea also had much easier access to Western engines, transmissions and ToT unlike Turkey in the 1990s and since the 2010s.

      The KF-21 Boramae is full of US technology, which also means they can't sell it anyone without US permission and they can't do ToT either. The KF-21 includes Turkish subsystems and subcontraction as well.** The TF-X Kaan on the other hand is intended to be as indigenous as possible and includes no South Korean involvement. Only BAE Systems (UK) has any involvement with the TF-X and it eventually may or may not include a Rolls-Royce (UK) engine.

    This is just a syndrome of people having no idea how to make stealth fighters outside of the USA.
    Even the USA had the YF-23 competing and even outperforming the F-22 in trials, people are just trying to find their footing. If/when the European industries start understanding stealth you're probably going to start seeing it proliferate properly.

    It's because a lot of competitors have NO IDEA how to make a stealth fighter so instead of doing their own research they just copy the F-22. However, this just means they're looking at photos of the F-22 and making copies. They probably have no idea how stealthy aerodynamics work or they'd choose a different approach.
