It's from an article talking about Australia's 'bare bases'. They're three fairly minimal airstrips in the middle of nowhere, designed to be quickly activated in the event of a conflict.
I believe they've got some hangars but not many so depending on the number of aircraft based there it wouldn't be surprising for many to be parked in the open.
In any case, hangars are not hardened aircraft shelters. A hangar doesn't necessarily offer any real defensive protection other than camouflage. Some might have concrete walls in which case they'd offer the same protection as any simple revetment.

Sometimes it's not practical having a hangar for every plane on an airbase, especially if you're moving planes around between bases.
Also, because if you kill a hanger, you kill multiple aircraft. Whereas if you hit one revetment, you kill one aircraft.

Hangars are for working on aircraft. You don't actually need to store aircraft in them.
