No, it's like the Abrams. You can put ammo in racks in the hull, then transfer it to the ready racks while under armor. The problem with the merkava is that in order to get the "typical" ammo load, it has to sacrifice everything in the hull to carry troops.
You physically cannot store much ammo in the turret due to the low profile design.

rest of the merkava's ammo is stored in fireproof cases in the back of the hull.
and no it doesnt carry troops, you can fit maybe 1 dude in the passageway from the back hatch, i think it can be used to transport a wounded soldier away from the fighting but not much more than that

Looks like a good solution for a budget military, you get a light tank/heavily armed IFV with a small troop cargo, parts commonality with other Boxers you might want (AA, arty, normal IFV/APCs etc.) for probably less than a tank + dedicated IFV. The rest of the troops you can carry on trucks.

It has APS, so it's a bit safer than it looks unless it's facing kinetic penetrators.
