Actually you have to own a break action shotgun for 2 years then you can own semiauto shotguns for 3 more before you're allowed to buy rifles. Handguns are basically unobtanium unless you're well connected.

As long as there's enough pressure to force the rifling engagement without bullets getting stuck and creating a squib, it's actually better to have the rifling at the end.
