                West Germany joined NATO without problems. Plenty of current NATO members have some sort of territorial disputes, often with other NATO members. They just have to promise they will try to settle things peacefully.

      By 2010 it was already too late.
      The pivotal points were 1991 (could have exterminated the KGB after their failed coup and prevented all this), 1993 (could have condemned the successful coup, crashed Russia even harder and prevented this) or 1999 (could have exposed and humiliated Putin and prevented this).
      Or perhaps even 1990 (state troops should have stormed Stasi HQ, detained everyone and safeguarded all records).
