    The US has bases all over the world. Most are supply bases things get pulled fro or stored in from time to time. Figuring out what is or is not at a base requires going through a fuck ton of paperwork and req forms. The people who would be tasked with trying to account for all this stuff also have to account and process for everything new being made and shipped around, so they spend most of their time doing that instead. If we wanted the DoD fully audited, it would probably be a multi year process by a task force dedicated solely to that task.

    But things work well enough, so as far as the Pentagon is concerned there's little reason to rock the boat.

        As of a few years ago the MCPP-N bunkers in Norway has had most of their equipment replaced by modern USMC equipment. Here is an old pic of said bunkers tho.

        Because you have to pay for it, and when people ask for defense budget increases everyone whines that we're funding a war machine rather than trying to do stuff like build nicer barracks, provide care for soldiers, or even make supply and inventory processess more efficient. Also any DoD network will inevitably be down for maintenance 1 day per work week or overloaded between 1300-1500 leaving only a few hours per day to actually use it. This is assuming that there are even adequate personnel to handle the task in the first place.

    Someone mislabelled a spreadsheet and the person opening all the spreadsheets missed that one when they were counting ATACMS.
    So a base full of munitions got skipped in the audit because BA-ORD-2020-07.xls was labelled "list for joe.xls" instead or something.

        There aren't hundreds of people specifically devoted to keeping track of the # of ATACMS. The US has 750 bases outside of the USA, and another 400 - 500 installations within the US. It operates hundreds of systems, thousands of armaments and munitions and so has thousands of stores, each with their own inventories. Basically, once the numbers get big enough, everything is an estimate until you need to know.

    this is commonly known as "lying" and its purpose here is presumably to provide cover / strategic ambiguity for china.

    the real reason for no ATACMS aid to ukraine has always, obviously, been the low production volume. backfilling to the level of inventory deemed satisfactory for US purposes + the quantity required for ukraine tells china a number of informative things about the state of US stockpiles. planting alternative explanations of sourcing reduces confidence in production rate estimates, for instance.
