Since WW2 its generally considered permissible to sink merchant ships carrying "war goods" while at active war with an enemy. The issue is going to be that Russia often plays games with what is actually on ships and will likely claim that it was just carrying food or medical aid and cry about how mean Ukraine is.
Also, no way Ukraine can project a credible threat out into the Atlantic, so no way this will ever happen. They'd have better luck trying to stage saboteurs in whatever port it stops at to refuel and plant explosives or something but that introduces it own whole host of issues attached to it.
Would be funny seeing a Ukrainian Su-24 getting aerial refuels to the Atlantic to launch a Storm Shadow at the merchant ship
