There isn't a central theme to any of the training scenarios and planners change the "lore" to fit any training they want. The US wanted countries with back stories and the Caucuses have a lot of different cultures in one place. They changed the names enough so that Armenia wouldn't throw a diplomatic tiff every time we need to repulse/help invade Atropia from/with the Minarian menace/liberators.
They have a not-western-pacific one too.
