They're old and may lack the means or ability to go, they might feel so close to the end of their lives and so attached to their home they see it as pointless, they might be "waiters" who deliberately stay in place to eventually get picked up by the side they care about.
That last one is especially relevant for practical reasons. If you're in your own home russians won't inhabit it, loot it, and shit all over it as they often do, and if you're a Ukrainian under Russian occupation the Russians will likely try and force you to take their paperwork, deport you, etc.
