These service works records in service journals were clearly faked, singatures were forged and didn't belong to sailors who supposedly did these works. Also these records in journals were made much latter than these works itself.
Refill of torpedo happened years before accident. This torpedo were primed to explode long before year 2000, and was laying in the racks, waiting and waiting it's chance to shine.
Just look at the immensity of that useless obsolete junk and consider all the good that could have been done in the world with the effort, skill and abilities of all the man-hours spent to produce this pile of crap
